This is completely outside of the Constitution and this is a completely illegal rule that was implemented by your governor. It is regardless of age. If New York police feel like taking your newborn infant, they will.
The only savings Grace that you have now America is your second amendment. I can't imagine owning a home in America without steel bars across the windows and doors to keep the police out and guns to defend against the police and not gangs.
